Job Title: Operations Manager. Location: Chesham. Salary: £41,000 p.a. plus benefits. Accountable to: CEO.

Job Summary

To lead, motivate and manage the project leads who run various contracts within the Charity, and directly manage individual project staff in the smaller projects. Currently these include Routes to Work, Safe Haven Mental Health Project, Social Prescribing, The Bagnall Project, Youth Services, and Rough Sleepers Initiative. You will play a vital role in ensuring that the day-to-day operation of the business runs smoothly, and you will be accountable for ensuring that effective systems and processes are used to monitor the outcomes of each project. Using a participative style, you will create a culture that encourages teamwork, energy, and commitment. You will also have accountability for the procedures that ensure compliance in Health and Safety and line manage the Designated Safeguarding Lead (DSL) within the organisation. Your external facing activities will include engagement with the local communities in which we work and representing The Oasis Partnership in meetings with our external partners. You will contribute to the effective use and content of the social media platforms the organisation uses to promote its activities. You will contribute to Strategic and Annual planning processes.

Job Description – Detailed General Duties and Responsibilities
1. Operational Management
To be accountable for the management of the teams involved in the Charity’s projects by:
– Setting and monitoring standards and outcomes of services delivered by the project lead 
– Hands-on management of staff and volunteers involved in smaller projects. Setting the standards of delivery and monitoring outcomes  
– Lead in identifying, developing, and implementing systems and processes to improve the operation of the business and the compliance to funder’s requirements on reporting
– Creating and implementing agreed action plans to address under-performance whether through quality or financial reasons
– Ensuring effective staffing structure and appropriate budgets in order to achieve required quality standards and maximise performance 
– Delivering continuous improvement in service quality and performance
– Participating in the maintenance and utilisation of management information and data collection systems as appropriate to ensure smooth running of the business
– Escalate to the CEO any operational issues that jeopardise the service delivery standards of a project and/or the efficacy of the organisation
2. Financial  ManagementTo be responsible for the budget and expenditure associated with projects by:
– Being accountable for achieving financial targets set in projects and producing monthly reports to share with CEO and Finance team
– Contributing to the preparation and management of the budget 
– Ensuring financial reporting systems are maintained and used during monthly reviews and forecasting
– Identifying cost savings and efficiencies and implementing agreed changes
– Accountable for the management and accuracy of petty cash expenditure in all Oasis’ facilities
3. People  ManagementTo lead, motivate and manage operational staff by:
– Using a participative style create a culture that encourages teamwork, energy and commitment
– Being a role model encourage project staff are focused on continuous improvement and personal learning and development
– Ensuring that all communication channels are open, and that information flows up, down and across the team with appropriate levels of confidentiality
– Ensuring all project staff receive regular coaching and guidance both formally through the performance review process and informally through day to day contact as appropriate
– Supporting operational staff in the resolution of challenging situations with service users and /or external providers/agencies
– Ensuring all staff structures are adequate to deliver quality standards, and leading in the recruitment process as required  
– Ensuring the appropriate application of Oasis’ policies and procedures and effectively manage the disciplinary, grievance and complaints processes
– Effectively managing sickness and other absence ensuring any underlying root causes are addressed
– Ensuring all staff participate in learning & development activities appropriate to their role and the needs of Oasis
– Agreeing self development activities with CEO as required
– Delivering training and coaching as required 
4.  ComplianceTo ensure Health and Safety and Safeguarding compliance with internal and external standards and codes of conduct by:
– Conducting H&S reviews and risks assessment in line with regulatory requirements across all Oasis facilities
– Ensuring all staff are adhering with requirements in the Safeguarding Policy and the Designated Safeguarding Lead (DSL) is undertaking his/her duties in line with the policy
– Review Safeguarding issues with the Designated Safeguarding Lead (DSL) and ensure all issues are appropriately recorded and followed up to completion
– Complying with Oasis’ Code of Conduct, policies and procedures for all HR matters
– Ensuring staff take personal responsibility for their own and others safety and all report incidents are monitored
– Ensuring staff comply with partner Health & Safety policies and procedures where appropriate
5. External Communication and EngagementTo participate and lead in effective external communications and engagement by:
– In liaison with the CEO, undertaking proactive relationship management with partners and community representatives as appropriate to projects
– In liaison with the CEO participating in regular networking, attending meetings and forums to provide input, influence, and gather information
– In liaison with the CEO Inputting into the bid processes and fundraising applications
– Monitor the content on the social media platforms the organization uses and update content as appropriate  
Person Specification – Technical / Professional Skills, Expertise and Qualifications preferred
Essential experience/skills/qualities
1. At least 3 years Operational Management experience
2. At least 3 years hands-on management of team members
3. Experience of creating and implementing systems to monitor project outcomes 
4. At least 2 years’ experience of managing budgets
5. Experience of working with Health and Safety procedures and writing risk assessments
6. Experience of Safeguarding policies, procedures and management and reporting protocols
7. Experience of representing the organisation in external meeting/groups
8. A proven ability to engage professionally and positively with people at all levels
9. An engaging, energetic, and positive can-do attitude 
10. Ability to be adaptable to the needs of the business and ongoing projects
11. Ability to work under own initiative and work collaboratively in a team/group setting
12. Knowledge of General Data Protection Regulations (GDPR)
13. Previous experience of supporting and leading on social media content for the various channels Oasis uses
14. Experience of working with the Microsoft suite of applications 
15. Experience and/or training in First Aid
16. Experience and/or training in Mental Health First Aid
17. Experience of using CRM databases
